A Brief History of Spottiswoode Park Estate

What was once a collection of colonial bungalows, Spottiswoode Park flats were built as a private estate in the 70's by the Port of Singapore Authority (PSA) to house her employees. Phase 1 consisted of 2 blocks of 3 bedroom apartments of 850sf. Phase 2 consisted of 7 blocks of larger 3 bedrooms of 1270sf. A five level multi-storey car park was also thrown in for good measure with an open car park facilitating blocks 1 & 2.

As most of the 4,000 odd employees of PSA, were daily-rated, many of them could not afford to purchase these flats based on their meagre wages. As such, PSA decided to keep blocks 1, 2, 5 and 7, and transfered the balance of the blocks 3, 4, 6, 9 and 10 to HDB in 1978. That is when, a private estate became a private and HDB rojak estate and the 1st of its kind in Singapore. To this day, it is still the one and only such estate in Singapore.

HDB took over the management of the estate in 1978. The land leased originally to PSA was also transfered to HDB in 1998 with the reversionary owner being Ministry of Finance. When the 6 digit postal code was introduced, these blocks were renumbered with the addition of '10' as a prefix and they ended up as 101-110.

Blocks 101 and 102 are 20 storey blocks with 4 apartments on each level, except the ground floor. Blocks 103, 104, 105, 106, 107, 109 and 110 are 25 storey blocks with 4 apartments on each level, except the ground floor. One interesting aspect of this estate is that the five HDB blocks (103, 104, 106, 109 and 110) and two private blocks sold by PSA (105 and 107) have Penthouses at the top levels. To add a further twist to it, blocks 109 and 110 have duplex Penthouses whereas the others are single plate with  N-S orientations. All the Penthouses are private and of a minimum size of 2540sf, excluding the recess areas.
